I have a Surface and a Lenovo laptop. I currently have a subscription to Hamsphere 4.0 and loaded on my Lenovo. Is it possible to load Hamsphere 4.0 onto my Surface using the same subscription and call sign?

Have you try to download the .exe file for HamSphere and try to install it.
