Why is Mexico Left out of North America ??

I noticed the North American Contest and North American Net include only the US and Canada. Mexico is also part of North America. The North America Trade Agreement included US Canada and Mexico. Central America starts with Guatemala on the southern Mexico border. Mexico is a Latin American country but is part of North America. I suggest that the North American Contest include Mexico or they should be renamed the US and Canada Contest and Net. Any thoughts or suggestions??

Mexico was not "left out", but the 31 separate states were not used as multipliers, just as they are not counted during Amateur Radio contests. HS has no way to identify the Mexican states because the country chooses not to identify its states in distinct IP blocks as exists for US states and Canadian provinces and territories.

Mexico as a country was included as a multiplier in both recent contests.

It was not a political decision, but simply based on technological limits and precedent.

Thank you for the clear answer.. Perhaps somehow that should be stated in the rules since Mexico is not mentioned at all. I am also curious why the North American DX net does not include Mexico.?

For the Fall Challenge in November, there was this statement:

"(Note: While Mexico can be argued to be North America/Latin America/Central America, for the sake of similar contests on Amateur Radio, North American contests have not included XE stations operating in-country as multipliers)"

That same statement was originally included in the Fall Classic (December) submission. The Contest Committee omitted it when the original 160/80M contest bands were changed to 20/17/15M. Kelly and the Contest Committee have that freedom to make changes as they see fit.

"North American DX Net"? I'm not aware of that one on HS4 or Amateur HF, Dan. Fill me in! 73, John

John Thank you John for your response and explanation.. Since objectively Mexico is part of North America I feel that its omission should be addressed by the committee even if it has the power to do as it wishes lest it inadvertently give the wrong Impression of discrimination or ethnocentrism. Citing a North American DX Net was an error on my part. Thanks for bringing it to my attention. Dan
